"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!

Hey, Thanks for the Comment. As for your Q, Resizing an image will always make it blurry. The only way out is to re-optimize it at the new resized size. Also, try using Vector Shapes and Tools as much as possible while trying to design the icons. Also make it a point to activate Grids, and to Set its Preferences to 1 Grid per Pixel. This will snap anything to any pixel, so that way the images will remain crisp and smooth. Enjoy
